This guide will teach you how to use the app basics like check your balance, transfer money, and get mobile banking set up. It's got some handy pictures for your reference.
So... The good news is that the newer version of the Banking App for Fubon Bank has an English option. If you just started an account there through your job or whatever, you need to tell one of the clerks in the bank you want to set up mobile banking. Make sure you have your passport (just in case), your ARC card, a phone number, an email address, and if you are just opening your bank account then have 1000 or whatever the minimum amount of Taiwan dollars as an initial deposit in your account.
If you already have an account and have been using the previous app which was all in Chinese, then you can just download the new app and enter your current id number, username, and password into the inital login page. It should prompt and ask if you want to use English.

The new app allows you to set up a grid style finger swipe login method, which makes it so much faster to log in. Again, when you download the new app, it should ask you if you want to set that up. If you chose not to or you accidently skipped past that or chose Chinese as the default language, you can change those settings within the settings pages.
At the bottom of the APP screen after login, you'll see the four box symbol that is the all services tab called

This is also where you can set up finger swipe login method, but if you scroll down you'll see

and it says "Language" next to it.

So far it seems like the English isn't that confusing, although I saw a message that says not all services are available in English and if you want all of them then switch to Chinese. I'm assuming that is for more niche stuff like setting up a will or doing some special types of investments.
Also I noticed that for checking your balance, you look under "TWD - Deposit Overview" (see picture below). On the homepage you can see your overall balance anyways, but this overview lets you see your transaction details.
Actions
You can see in the picture above, there is also a transfer option. If this becomes something you use a lot like me then it'll also pop up on your home screen under frequently used.
When you click on that, you'll see "Enter Payee Account number" where you look for their bank name or code. This is like a routing number.
Then after selecting that you'll see an input to enter the receiver's specific account number. After that, you'll see a screen that says transfer at the top and you enter the amount below (see my image below for a reference).
You can choose instant or scheduled and then you click next. Then you'll be prompted to send an sms to your mobile device you have associated with your account. The message will be in Chinese and the code should be a 6 string number next to the characters that say
"驗證碼"
Enter the code and hit send and you'll be taken to a confirmation/success page.

There ya go. That's it for the basics. I might make another guide in the future about more specific mobile banking stuff, like how to exchange money to USD, because Fubon lets you do that on their app, and I haven't done it before.
