This guide is simply for updating your ARC card at the national immigration center, NOT for getting a renewal for work or expiration.

If any of the following changes occur, you'll need to update your ARC:
your address
get a new passport
you get a new job
you lose your job
Basically anything that relates to info that is on your ARC. You have 30 days to go to the National Immigration Center and apply for a new one.

There are immigration centers everywhere, so you shouldn't have any trouble finding one. Make sure you bring your old ARC and any documentation that relates to a change:
letter of release from employer
new lease for new apartment
new contract from new employer
new passport

You can go to any of the immigration centers to update this info (doesn't matter if it's in your neighborhood). Or at least, that is the case in Taipei and New Taipei City.
Try to bring the photos taken at one of the many instant photo booths around Taiwan or wherever you can get them. It should be taken within the last 6 months and it's size is 3.5cm * 4.5cm, which is 2吋 a local measurement that is NOT exactly the same as an inch, so double check which one you are choosing.
If you are updating your ARC due to a new passport, also try to bring a photocopy of your passport. They guy at my immigration center was friendly and helpful enough to make me a copy, but no guarantees as these places can vary in terms of service and what they require from you.

When you go in, there will possibly be someone to assist and direct you to take a number. Take a number ASAP because it really does take a long time for them to call your number.
There is an application to fill out for ARC updates, but that same application is also for new ARCs, so it is a little confusing.
If you forgot to get your photo taken, they usually have a place on the spot for you to do it. It's 150ntd. If you need to make photocopies of anything, they usually also have that on the spot.

I didn't have to pay for my update at all, and I don't know if that will change or how normal that is. I seem to remember paying elsewhere in the past when I lived in Yilan.
After payment (or completing the application), KEEP YOUR RECEIPT! They warn you about this and claim that you can't get your new one without it. I'm sure it's just a threat to scare you, but best just keep it and avoid the mess of paperwork or whatever happens when you don't keep it. I don't really know what happens, never lost it... So far...

Then they tell you how long you will have to wait and you'll have to go back to that location and pick it up. Usually a week and a half. I gave them my email so they emailed me when it was ready. It was ready about 5 days before the date they originally gave me.
